regarding Chapter 14: Freeway Merge and Diverge Segments

Page 14-18 - Paragraph 2: does the actual distance equal the ramp length? “….If the actual distance is larger than Leq, Equation 14-4 or Equation 14-5 should be used as appropriate….”

It is the distance between the adjacent ramps.

For this question, In any situation that I envision the ramp arrangements, "the actual ramp length" would equal the current segment (merge/diverge) length? Maybe, I could have explained it better if I could use some visualization.

Soheil, you are welcome.

I may not be completely clear on your question, but if you are still asking about how the distance between ramps is measured, it is measured from gore to gore. The "length of the ramp" would usually be interpreted as the length of the ramp roadway between the two roadways it connects. That measurement is not considered in the Leq calculations.
