Hi -- I am looking at the calculation description for Capacity as described in equations 31-124 or 31-119. In these equations the capacity of a left turn for the permitted period is given in reference to gu * sl.

sl is the second period's saturation flow rate -- but when the opposing thru has only one lane, sl1 can also be computed. However, in the capacity equations, s_l1 is not included.

I am looking at the HCM6 -- so perhaps this has changed to the HCM7:

1) Is there a reason that the first period is omitted from the calculation

2) I looked at the code for HCM Computational engine and it appears to me that this period is included in the capacity calculation, so I assume that this is a known issue?
